Preparation of a Joint statement based on the results of the International parallel audit of the civil protection system in schools in Ukraine and Germany, as well as further cooperation within other audits and the exchange of practical experience – such topics were discussed during an online meeting of the management of the Accounting Chamber and the Court of Auditors of the State of Hesse (Germany).
The meeting was attended by the President of the Court of Auditors of Hesse Dr. Walter Wallmann, the Chairwoman of the Accounting Chamber Olha Pishchanska, Deputy Chairman of the Accounting Chamber Serhii Kliuchka, the Member of the Accounting Chamber Kyrylo Klymenko, Acting Secretary of the Accounting Chamber – Chief of Staff Vasyl Nevidomyi, the Adviser to the Chairwoman of the Accounting Chamber Dmytro Storozhuk and representatives of relevant departments.
In July, the Accounting Chamber together with the Court of Auditors of Hesse completed a parallel performance audit on the topic “Civil protection in municipal general secondary education institutions”. The report based on the audit materials of the Ukrainian side was adopted at the meeting on July 3. Currently, a Joint statement on the results of the audits is being prepared, which will be signed in the near future.
During the meeting, the Chairwoman of the Accounting Chamber, Olha Pishchanska, thanked her colleagues for their cooperation and separately focused on the details of the new parallel audit, which, according to previous agreements with foreign colleagues, will relate to the digitization of education, which in Ukraine is part of the “New Ukrainian School” reform.
“The issue of digitization of education is now important for Ukraine. It becomes relevant in connection with hostilities, since not all schoolchildren can regularly study offline for security reasons. At the same time, the world is moving forward, therefore digitization, mobility and accessibility to education in any format is of key importance for the development of the state in general,” said Olha Pishchanska.
Serhii Kliuchka, the Deputy Chairman of the Accounting Chamber, responsible for the direction of regional policy, told his colleagues that the state allocated UAH 1.5 billion for the implementation of measures related to the “New Ukrainian School” reform in 2024, subsidizing local budgets. These funds, in particular, are intended for the purchase of computer and multimedia equipment, the production of electronic textbooks with audio accompaniment, etc. The Accounting Chamber plans to analyze the effectiveness of these measures, while foreign colleagues could analyze the effectiveness of the school digitization process in the State of Hesse.
In his turn, the Member of the Accounting Chamber Kyrylo Klymenko offered the Court of Auditors of the State of Hesse cooperation within the framework of the study of the degree of ease to start a business in Ukraine. It is planned that the audit will include, in particular, an analysis of the functioning of the registers of the Ministry of Justice of Ukraine, the State Register of legal entities, individual entrepreneurs and public organizations.
Dr. Walter Wallmann expressed interest in the proposed topics, noting that they require additional analysis regarding aspects of interest to German colleagues.
The parties also discussed the continuation of cooperation in terms of exchange of experience between institutions.
Reference: In the summer of 2023, the Accounting Chamber and the Court of Auditors of the State of Hesse decided on the topic for the first parallel audit: “Civil protection and disaster control at secondary schools”.
The audit in Ukraine began in December 2023, and in Hesse - in January 2024. The Accounting Chamber investigated 3,103 schools in five regions of Ukraine. The Court of Auditors of Hesse investigated similar issues within the framework of the 250th comparative audit of the project “Sustainability”, which was at the stage of the tender process at the EU level.
