The Accounting Chamber discussed areas of cooperation under the program of technical cooperation from the Government of France mAIDan Ukraine

Improving the control of the Accounting Chamber over the use of funds from European funds, as well as a clearer differentiation of powers in certain aspects of control between the Accounting Chamber and the State Audit Service of Ukraine – such areas of possible cooperation were discussed on October 23 during an introductory meeting of the management of the Accounting Chamber with representatives of the Expertise France office, which implements the multi-sectoral program of technical cooperation from the Government of France mAIDan Ukraine.

Reference: The mAIDan Ukraine program is part of the assistance of the French Government to support the recovery process and European integration. This year, Expertise France is starting the implementation of the “State Audit Service” project, which will be aimed at providing expert support to the State Audit Service, as well as to all interested parties, including the Accounting Chamber.

The meeting on October 23 was attended by the Director of Expertise France in Ukraine, Sofia Oliynyk, the Head of the Department of Transparency, Management and Accountability, Expertise France headquarters, Cecile Valadier, the Head of the “State Audit Service” project group, Virijine Ma-Dupont, and the project employee Aya Sabone. The Accounting Chamber was represented at the meeting by the Chairwoman Olha Pishchanska, Acting Secretary of the Accounting Chamber – Chief of Staff Vasyl Nevidomyi, Adviser to the Chairwoman of the Accounting Chamber Dmytro Storozhuk and specialists of relevant departments.

As the representatives of the project noted, the goal of their work is to promote more efficient and effective use of public funds in Ukraine by strengthening and modernizing the relevant control. Special attention is planned to be paid to monitoring the use of funds from European funds.

Olha Pishchanska emphasized the importance of technical support from the French side for the Accounting Chamber and noted that other countries also provide such support, in particular in the audit of foreign funds, to the Accounting Chamber.

“When planning our activities, we focus on monitoring the funds provided to us by our partners. We also have the experience of conducting joint audits together with the countries that provide these funds. Such cooperation helps us not only to establish the efficiency of the use of funds, which certainly contributes to strengthening the trust of partners, thanks to the exchange of experience, we raise the professional level of our specialists”, – emphasized the Chairwoman of the Accounting Chamber.

Olha Pishchanska also told her colleagues about the process of reforming the institution and changes in its work, which will take place after the adoption of amendments to the Law of Ukraine “On the Accounting Chamber” in the second reading. Vasyl Nevidomyi told his French colleagues in more detail about the Audit Chamber’s participation in the audits of EU international cooperation programs, in particular the European Neighborhood Instrument (ENI CBC) and Interreg NEXT.

During the meeting, the representatives of the Accounting Chamber, together with colleagues from the State Audit Service, had the opportunity to talk online with the experts of the Cour des Comptes of France: Deputy Director of the Audit Department (DAFRR) Antoine Mathieu and Deputy Director for International Cooperation Guillaume Brulet, who told about various aspects of the work of their institution.

As Olha Pishchanska noted at the end of the meeting, Ukrainian and French SAIs have a lot in common, so such an exchange of experience is valuable and important. As a result, the parties agreed to expand cooperation.
