The Accounting Chamber of Ukraine and the SAI of Croatia Continue Consultations on Local Budget Audits

On 10 September, another online meeting was held between the Accounting Chamber of Ukraine and the State Audit Office of the Republic of Croatia. The discussion focused on the specifics of auditing local budgets, cooperation with local self-government bodies, and approaches to risk assessment during the selection of audit topics.

The meeting was attended by Serhii Kliuchka, Deputy Chairman of the Accounting Chamber of Ukraine, and state auditors of the Department for Control (Audit) in the Field of Interbudgetary Relations, Local Budgets and Regional Development. The State Audit Office of Croatia was represented by Nediljka Rogošić, Deputy Auditor General, along with relevant experts of the institution.

Representatives of both SAIs exchanged experience on the following issues:

  • the structure of strategic and annual audit planning in Croatia and Ukraine;
  • methodologies for defining topics and duration of performance, compliance, and financial audits;
  • the use of digital technologies, including data analysis software and artificial intelligence, in audit planning and implementation;
  • the development of audit quality management systems.

During the discussion, the Croatian colleagues emphasised the importance of considering public needs in strategic planning and highlighted the significant role of parliamentary discussions.

In conclusion, Serhii Kliuchka thanked the Croatian colleagues for the constructive dialogue.

It should be recalled that in July 2025, Olha Pishchanska, Chairwoman of the Accounting Chamber of Ukraine, and Serhii Kliuchka discussed with representatives of the SAI of Croatia the specifics of the functioning and audit work of both institutions, as well as ways to deepen bilateral cooperation.
