The Accounting Chamber of Ukraine took part in a meeting on public debt management organized by the Legal Department of the International Monetary Fund (IMF), in cooperation with the INTOSAI Working Group on Public Debt, the INTOSAI Development Initiative (IDI), and the Swiss State Secretariat for Economic Affairs (SECO).
The event, held last week in Manila (Republic of the Philippines), brought together representatives of Supreme Audit Institutions from several INTOSAI member countries. The Supreme Audit Institution of Ukraine was represented by Vasyl Nevidomyi, Acting Secretary of the Accounting Chamber.

Participants discussed international practices in public debt management and public finance. In particular, representatives of the IMF Legal Department, Carla Vasquez and Mia Pineda, held several seminars and workshops on the legal basis for public debt transparency, borrowing rights, and the role of supreme audit institutions in public debt oversight. Karma Tenzin, Deputy Director General of IDI INTOSAI, told participants about ways to strengthen the role of Supreme Audit Institutions in public debt management.

The challenges faced by SAIs in debt oversight were also discussed, with representatives from the Supreme Audit Institutions of Argentina, Indonesia, Sri Lanka, and Zambia sharing their experiences.
The issue of auditing public debt management is relevant for Ukraine. In the first quarter of 2025, the total amount of public and state-guaranteed debt increased by 2% to UAH 7.1 trillion. The Accounting Chamber is currently conducting a compliance audit on the topic of “Public Debt Management.”
