Increased audits and reforms: topics of the recent meeting with the Audit Board of Ukraine Facility

Another meeting with representatives of the Audit Board and the Secretariat of Ukraine Facility took place. During the event on December 1st, the two sides discussed the results of the first review of the current state of internal control and internal audit systems in Ukraine for accountable and effective governance of the Audit Board and further steps for partnership cooperation within Ukraine Facility.

The event was attended by Chairwoman of the Accounting Chamber of Ukraine Olha Pishchanska, Acting Secretary of the Accounting Chamber of Ukraine Vasyl Nevidomyi, representatives of departments, as well as experts and management of the Audit Board of Ukraine Facility and its Secretariat – Chair of the Audit Board Marek Belka, Deputy Chair Hais de Vries, Audit Board member Gunnar Welzholz, and Chairman Secretariat of Audit Board Nils Westphal.

The partners presented the key findings and recommendations of their first review on internal control and internal audit in Ukraine and announced further steps in line with the current reform agenda and policy priorities of the Government of Ukraine.

In turn, Chairwoman of the Accounting Chamber of Ukraine Olha Pishchanska informed partners about the key findings and recommendations based on the results of audits conducted in areas related to the implementation of measures under the Ukraine Facility plan. These include audits on the reform of the public sector pay system, public debt management, humanitarian demining, and others. The Chairwoman of the Accounting Chamber of Ukraine noted that 29 audits related to the areas covered by the Ukraine Facility are planned for 2026.

The participants paid special attention to discussing the results of the reform of the Accounting Chamber of Ukraine, updating approaches and policies for personnel management, introducing mechanisms for professional development, new approaches to audit planning, etc. International partners noted the progress made by the Accounting Chamber of Ukraine in the legislative sphere. Following the meeting, the parties agreed on priority areas of cooperation for 2026.

For reference. Ukraine Facility is a European Union program that provides up to €50 billion in support to Ukraine in 2024–2027. The mission of the Audit Board is to assist the European Commission in assessing the effectiveness of management and control systems and to help prevent misuse of funds. In January this year, the Accounting Chamber and the Secretariat of the Audit Board of Ukraine Facility, which operates in Kyiv, signed a Memorandum of Cooperation.
