The audit of local budgets is one of the key instruments for strengthening the capacity of communities. To develop this area, the Accounting Chamber of Ukraine is deepening cooperation with the State Audit Office of the Republic of Croatia.
The exchange of practices with Croatian colleagues is aimed at improving the quality of local budget audits and developing the institutional capacity of the Accounting Chamber of Ukraine.

During a working visit on 21–22 April by the Deputy Chairman of the Accounting Chamber of Ukraine, Serhii Kliuchka, and the Director of the relevant department, Nataliia Fisai, the parties discussed methodological and practical approaches to the oversight of the receipt and use of local budget funds, as well as further steps for cooperation.
In Zagreb and Čakovec, representatives of the Accounting Chamber of Ukraine held meetings with the Deputy Auditor General, Nediljka Rogošić, and experts of the institution.

The focus was on the organization of planning and approaches to conducting audits, the use of digital solutions in the work of institutions, as well as instruments of cooperation between SAIs, such as auditor secondments and professional exchange of experience.
Cooperation between the institutions is systemic in nature: in particular, in 2023–2024 both SAIs participated in an international coordinated audit on Goal 6 of the UN Sustainable Development Goals, “Ensure availability and sustainable management of water and sanitation for all.” Since July 2025, the SAIs of Ukraine and Croatia have also been holding regular consultations on local budget audits.
