Accounting Chamber of Ukraine Presents Its Vision for Public Administration Development at a URC 2026 Side Event

Kyrylo Klymenko, Member of the Accounting Chamber of Ukraine, participated in the Ukraine Recovery Conference (URC 2026) in Gdańsk, Poland. The conference brought together representatives of governments, international organisations, the expert community and civil society to discuss Ukraine’s European integration, energy security and economic recovery.

During a panel discussion on public administration reform, institutional capacity development and the role of civil society in Ukraine’s accession to the European Union, organised by the SIGMA Programme (OECD/EU) and its partners, Kyrylo Klymenko emphasised that one of the key challenges facing public administration is the insufficient focus of the civil service on results, professional competence and sustainable change.

He noted that the institutional capacity of public authorities determines the state's ability to use public resources effectively, implement reforms and fulfil its commitments on the path towards European Union membership.

He noted that the findings of the Accounting Chamber of Ukraine’s audits reveal a number of systemic weaknesses in public administration. These include weak strategic governance, insufficient interagency coordination, the loss of institutional memory, and inadequate data management, internal control, risk management and project management.

According to the Member of the Accounting Chamber of Ukraine, russia’s full-scale invasion has placed a significant additional burden on the system of public administration. Public authorities are required to operate with reduced human resources while simultaneously carrying out a much broader range of responsibilities related to security, Ukraine’s recovery and European integration. Under these circumstances, high-quality strategic planning, effective internal control and the professional development of the civil service are of particular importance.

Kyrylo Klymenko also highlighted the role of audit in supporting reforms. He noted that the findings and recommendations of the Accounting Chamber of Ukraine provide an independent evidence base for managerial decision-making, public policy development and reform planning. At the same time, their actual impact depends on the extent to which they are integrated into decision-making processes and translated into concrete action plans.

“Public authorities should regard the recommendations of the Accounting Chamber of Ukraine as an important contribution to the implementation of reforms, rather than as formal documents whose execution is limited to reporting. The recommendations should be translated into concrete action plans with clearly defined deadlines, responsible implementing entities and measurable outcomes. In addition, audit findings should be used already at the stage of public policy development to help prevent the recurrence of systemic shortcomings,” Kyrylo Klymenko stressed.

As part of the conference programme, the Member of the Accounting Chamber of Ukraine also participated in the URC 2026 Energy Platform, which focused on the recovery and modernisation of Ukraine’s energy infrastructure, as well as in panel discussions on Ukraine’s European integration and economic recovery.

Participants discussed, among other topics, practical mechanisms for strengthening Ukraine’s institutional capacity, reforming public administration, fostering partnerships between public authorities and civil society, and the role of these processes in preparing Ukraine for membership of the European Union. Other URC 2026 events also focused on enhancing Ukraine’s energy resilience, mobilising international financing for reconstruction, and supporting the country’s economic recovery.
