On June 11, an official event was held to mark the launch of Phase III EU Public Finance Management Support Programme for Ukraine (EU4PFM), which provides support to, among others, the Accounting Chamber of Ukraine.
The event was attended by Katarina Mathernova, Ambassador of the European Union to Ukraine; Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine; Yurii Drahanchuk, Deputy Minister of Finance of Ukraine for European Integration; representatives of international partners and EU4PFM experts. The Accounting Chamber of Ukraine was represented by the Chairwoman, Olha Pishchanska; Deputy Chair of the Accounting Chamber of Ukraine Serhii Kliuchka; member of the Accounting Chamber of Ukraine Yelyzaveta Pushko-Tsybuliak; Secretary of the Accounting Chamber of Ukraine Vasyl Nevidomyi; and other specialists.

During the meeting, the participants reviewed the achievements of the previous phases of the Programme implementation and discussed priorities for its future work. They focused primarily on supporting reforms in the area of public finance management and their significance for Ukraine’s European integration process.

In their speeches, Katarina Mathernova and Taras Kachka emphasized the importance of developing a public finance management system to ensure the country’s long-term sustainability and Ukraine’s progress toward EU membership. Taras Kachka also highlighted the role of the EU4PFM Program in supporting reforms and harmonizing legislation as part of the negotiation process for Ukraine’s accession to the EU.

Inguna Sudraba, Head of Component 5, “External Audit and Parliamentary Oversight,” of the EU4PFM Program, noted that during the previous phase of support, significant progress was made in implementing ISSAI standards in the external public audit system, developing a quality assurance system, and promoting the auditors’ professional development.

For his part, Eriks Mezalis, Head of Component 2 “Public Procurement” of the EU4PFM Programme, noted that the new phase of the Program will focus on further developing the public and defense procurement systems, improving the regulatory framework, and strengthening the institutional capacity of public financial control and audit institutions.

For reference: EU Public Finance Management Support Programme for Ukraine (EU4PFM) has been in operation since 2018. The new phase has a budget of 25 million euros and will run through January 2029.
The Accounting Chamber of Ukraine has extensive experience collaborating with EU4PFM and participates in the implementation of Component 2, “Public Procurement,” and Component 5, “External Audit and Parliamentary Oversight.” With the Program’s support, the institution is implementing international auditing standards, improving its methodological framework, and enhancing its quality assurance system and professional development programs for auditors.
