Within the framework of implementation of the Sustainable Development Goals, the Accounting Chamber will conduct a coordinated audit in the field of health care, in particular concerning the tuberculosis prevention and treatment. The Chairman of the Accounting Chamber Valeriy Patskan stated it during the meeting of Chairmen of the Supreme Audit Institutions on the topic "SAIs change the world for the better: carrying out an audit of the implementation of the sustainable development goals" at the UN headquarters in New York. 150 representatives of the SAIs from 100 countries of the world attended the meeting.
"The Accounting Chamber of Ukraine does not stand by the global issues and actively engages in the implementation of the sustainable development goals. On the eve of a visit to New York, we, together with the SAIs of Azerbaijan, Belarus and Georgia, agreed to conduct a coordinated audit on the tuberculosis prevention and treatment during the meeting in Tbilisi. This problem is relevant for many countries of the world, including Ukraine. According to the UN data, Ukraine is among high-risk countries. Although there is still a tendency to reduce the incidence of new cases, each year this disease takes the lives of 4 thousand Ukrainians. To put an end to the tuberculosis epidemic by 2030 is one task of the Sustainable Development Goals. And Ukraine is also responsible for its implementation", − Valeriy Patskan said.
He noted that the signing of the joint regulation for a joint parallel audit is scheduled for October in Kyiv.
The Chairman of the Accounting Chamber noted that the promotion of monitoring and verification of the Sustainable Development Goals implementation should be one of the SAIs major priorities in accordance with the INTOSAI Strategic Plan for 2017−2022.
"For the Supreme Audit Institutions, the basis of such activity is carrying out audits on the issues of the effectiveness of the national programs implementation. For example, in 2018, the Accounting Chamber, in particular, verified: the implementation of the Poverty Reduction Strategy (this topic clearly correlates with Goal 1 "Overcoming Poverty"); the usage and protection of state-owned agricultural lands (fully in line with Goal 2 "Overcoming hunger, developing agriculture"); the reform of the regional health care system (Objective 3 "Sound health and well-being"); the protection and rational use of water resources (Goal 6 "Clean water and proper sanitary conditions"), − Valeriy Patskan said.
He emphasized that individual state audit programs, providing clear, concrete recommendations and monitoring its implementation contribute to improve the implementation of Sustainable Development Goals.
At the same time, the Chairman of the Accounting Chamber noted that, conducting an audit of the government's activities in general on its readiness to implement the Sustainable Development Goals at the national level is relevant. "Such audits have already been carried out and are carried out by many SAIs. Realizing the relevance of such audits, it would be useful to include the progress audit of the Government of Ukraine towards the achievement of the Sustainable Development Goals in the Accounting Chamber's Work Plan for 2020", Valeriy Patskan said.
