Ihor Kuts was born on 29 September 1971 in Kyiv.

Education:

1993 – graduated from Lviv Fire and Technical School of the Ministry of Internal Affairs of Ukraine (specializing in "Fire Protection");

1998 – graduated from the Kyiv Institute of Internal Affairs of the National Academy of Internal Affairs of Ukraine (diploma with honors, specializing in "Jurisprudence");

2001 − graduated from the National University of Internal Affairs of Ukraine.

Academic degree:

In 2002 he was awarded the Doctor of Philosophy degree (Ph.D.)

Work Experience:

1988 − 1994 − Held positions in the Ministry of Emergency Situations of Ukraine;

1994 − 1998 − Studied at the Kyiv Institute of Internal Affairs at the Ukrainian Academy of Internal Affairs;

1998 − 2006 − Research and teaching work (postgraduate studies, lecturer, senior lecturer, associate professor) at the National Academy of Internal Affairs of Ukraine, Taras Shevchenko National University of Kyiv, Ukrainian State University of Finance and International Trade, European University, Open International University of Human Development "Ukraine" etc.;

2006 − 2011 − Deputy Head of the Department of Human Resources and Awarding Honorary Certificates of the Executive Body of the Kyiv City Council (Kyiv City State Administration);

2011 − 2012 − Head of the Legal Support Department of the Legal Work Department of the State Inspection of Agriculture of Ukraine;

2012 − 2016 − Director of the Legal Department of an investment and development company;

2016 − 2020 − Expert in legal support of the investment business of the banking sector of the economy of Ukraine;

2020 – 2023 − Head of the Human Resources Department of the Accounting Chamber;

From May 2023 − Secretary of the Accounting Chamber – Chief of Staff.

Author of 25 scientific, educational, and methodological works, including co-author of four textbooks ("Legal and Criminological Principles of Prevention of Domestic Violence", "Regulatory and Legal Support for the Prevention of Certain Types of Crimes and Prevention of Negative Social Phenomena Crime-Related Social Phenomena Prevention", "Methodology of Criminological Analysis of Crime in Ukraine", "Criminological Victimology"), a course of lectures on legal statistics and the author of scientific articles, theses and other works on topical issues of the theory of state and law, criminology, criminological victimology, labour law.

He has been repeatedly awarded departmental awards for his personal contribution to strengthening law and order, impeccable and effective public service, and organisation of science and education.
