The new draft law on the activities of the Accounting Chamber is a positive step and a signal to all stakeholders that it is high time to improve the activities of the Accounting Chamber regarding the best international practices and full implementation of international standards. Andrii Maisner, Acting Chairman of the Accounting Chamber, said this at a press conference at the Interfax-Ukraine news agency.
"Especially now, when we are at war, and the issues of rebuilding critical infrastructure are already emerging. Huge amounts of money and material resources are being spent there, not only by Ukrainians but also by our international partners. That is why the range of stakeholders is quite wide. Everyone is watching how Ukraine will efficiently and transparently use these funds to strengthen its capabilities, fight the aggressor, and win and rebuild the state," he added.
The Acting Chairman of the Accounting Chamber also reminded that in 2015, the Verkhovna Rada adopted the law on the Accounting Chamber, which was extremely progressive at that time and settled many issues related to the independence of the institution, fixed the types of audits and for the first time introduced the norm on the application of ISSAI standards.
"Of course, we are interested in MPs and other subjects of legislative initiative, working primarily with the Accounting Chamber itself to develop a model of changes that will make a difference. And I am sure that when considering these changes in the session hall, they will be guided by the principle of not harm so that we do not destroy the positive things that exist," Andrii Maisner said.
He added that the Accounting Chamber has already made a difficult decision to fully implement the ISSAI standards starting from August 1 this year.
"The post-Soviet tradition of audit and inspection activities should fall into oblivion. Of course, only audit work is based on international standards. Thanks to the conscious colleagues from the Accounting Chamber, the majority of the members managed to make this fundamental decision. This was immediately noted by our European and American partners with whom we are currently cooperating. We have to speak the same language with our partners abroad. We have to operate with clear positions based on figures, facts, and mature audit assessments accepted worldwide," said Andrii Maisner.
He clarified that the Accounting Chamber is currently conducting two crucial audits of direct budget support to Ukraine from the United States, and it is also planned to check the effectiveness of the use of support from Germany, which is the responsibility of the Ministry of Reintegration: providing housing for internally displaced persons and integration of Ukrainian families.
As a reminder, the draft law "On the Accounting Chamber" (No. 10044) registered in the Verkhovna Rada on Thursday provides for the expansion of the mandate of this body to cover all public funds, not just the state budget.
