The Accounting Chamber expresses readiness to be a reliable support not only for Ukrainian society, but also for European partners regarding accountability, transparency and efficiency of the use of EU funds in Ukraine.
This was stated by the Acting Chairman of the Accounting Chamber Andrii Maisner, in his speech at the joint online meeting of the Committee on Budget of the Verkhovna Rada of Ukraine and the Committee on Budgetary Control of the European Parliament.
«We are ready for professional cooperation with the European Court of Auditors regarding the audit of EU funds in Ukraine, because we are talking about the funds of taxpayers of the European Union. The Accounting Chamber is clearly aware of its role and responsibility for maintaining and strengthening the trust of our European partners», noted Andrii Maisner.
He noted that the Accounting Chamber had completely switched to the ISSAIs since August 1, 2023, and reminded that the Strengthening Capacities in External Audit in Line with International Standards EU project (EU4ACU) had been being implemented in the institution since September, 2020. Wrapping up the speech the Acting Chairman of the Accounting Chamber highlighted two key factors: the introduction of modern methodologies for auditing and the expert support for key audits for strict compliance with the ISSAIs.
Andrii Maisner noted that since the beginning of the full-scale war in Ukraine the Accounting Chamber had received unprecedented support from the European Court of Auditors – five employees of the Accounting Chamber had been working in this institution as the seconded national experts for two years in a row.
«We are the only state institution of Ukraine that has seconded its employees to the European organization», he emphasized and added that the Accounting Chamber also actively cooperated with many Supreme Audit Institutions of the EU countries bilaterally.
«Together with the Federal Court of Audit of Germany (the Bundesrechnungshof), we are jointly organizing two performance audits, which cover, in particular, international aid funds to Ukraine from the Government of Germany», said the Acting Chairman of the Accounting Chamber.
According to him, thanks to the systematic support of European partners, in 2023 the Accounting Chamber obtained the status of the observer in the Contact Committee of the Heads of the Supreme Audit Institutions (SAIs) of the Member States of the EU.
«We aim to further deepening of cooperation with the European Court of Auditors (ECA), the European anti-fraud office (OLAF) and other effective stakeholders from the EU», emphasized Andrii Maisner.
The European parliamentarians in their questions to the Acting Chairman of the Accounting Chamber Andrii Maisner and the representatives of the European Court of Auditors initiated the issue of deepening cooperation between these audit institutions to ensure qualitative research on the use of EU funds in Ukraine.
The Chairman of the Committee on Budget Roksolana Pidlasa noted that the Ukrainian Parliament, together with the Government and the Accounting Chamber, had significantly improved the monitoring of budget expenditures and more than 400 budget programs over the last period.
The profile budget committees of the Verkhovna Rada of Ukraine and the European Parliament agreed to strengthen financial accountability for the use of budget funds and control over the implementation of the aid from the EU, which had already provided to Ukraine with USD 80 billion.
