The 64th meeting of the Governing Board of the European Organisation of Supreme Audit Institutions (EUROSAI) took place on 17–18 June 2025 in Stockholm, Sweden. The event brought together representatives of the Supreme Audit Institutions (SAIs) that are current Governing Board members, alongside observers and invited SAIs from various countries — including Olha Pishchanska, Chairwoman of the Accounting Chamber.
Participants reviewed EUROSAI’s accomplishments over the past year, discussed progress toward the organisation’s strategic goals, and explored the outcomes of Working Groups operating in key priority areas such as professional cooperation, institutional capacity development, general management, communications, and engagement with stakeholders, including INTOSAI and other regional organisations.
As part of the meeting, the Accounting Chamber presented the accomplishments of the EUROSAI Working Group on the Audit of Funds Allocated to Disasters and Catastrophes for the period May 2024 – May 2025. The Accounting Chamber has been leading this Working Group since 2020. Among the Working Group’s key achievements over the past year were the following:
- Completion and publication of the Joint Report on the Parallel Audit of Forest Protection Against Fires, conducted cooperatively by the SAIs of Ukraine, Lithuania, and Georgia. This audit stands as a strong example of effective international cooperation. The resulting recommendations have already been submitted to the corresponding national governments for consideration and implementation;
- Release of the Working Group’s first special electronic publication - "SAIs United Against Disasters", which compiles best practice case studies in auditing disaster prevention and response;
- Updating of the Disaster Audits Database and the Audit Questions/Matrices Database, which are now accessible to all interested SAIs as practical tools for disaster-related audits;
- Successful XI Meeting and Seminar of the Working Group, held in Rome on 20–21 May 2025, which brought together representatives from 11 European SAIs and the European Court of Auditors.
During her presentation, Olha Pishchanska, Chairwoman of the Accounting Chamber, outlined the strategic goals of the Working Group on the Audit of Funds Allocated to Disasters and Catastrophes through 2027. These include the introduction of innovative technologies in audit practices, strengthening the institutional capacity of SAIs, and enhancing interregional knowledge exchange.
Planned initiatives include: the organisation of an annual thematic seminar; the development of a compendium of audits in the field of civil protection and an increased focus on assessing the resilience of critical infrastructure.
During the meeting, EUROSAI working groups – IT Working Group (ITWG), Working Group on Environmental Audit (WGEA), Working Group on Municipality Audit (WGMA) and the Task Force on Sustainable Development Goals (TF on SDGs), also presented their progress over the reporting period.
This year’s meeting was hosted by the Swedish National Audit Office, which organised a professional session focused on enhancing the accessibility of audit reports. The session featured case studies and practical recommendations from the Czech Supreme Audit Office and the European Court of Auditors. It was also confirmed that the next meeting of the EUROSAI Governing Board will take place in Italy in May 2026.
On the sidelines of the event, the Chairwoman of the Accounting Chamber held a trilateral working meeting with Gareth Davies, Comptroller &Auditor General of the United Kingdom, and Carl Eirik Schøtt-Pedersen. Chair of the INTOSAI Development Initiative’s Board and Auditor General of Norway.
The parties discussed the opportunities to support the Accounting Chamber in an independent external assessment (Peer Review) in accordance with the SAI Performance Measurement Framework (SAI PMF) methodology. In line with current national legislation, this external assessment is required to be done by 2028 at the latest.
This cooperation is taking place within the framework of the EUROSAI Project Group 'EUROSAI Support to the Accounting Chamber of Ukraine', which is led by the UK National Audit Office.
*The EUROSAI Governing Board serves as the organisation’s governing body between EUROSAI Congresses. It is responsible for ensuring compliance with the Statutes, approving the budget, overseeing EUROSAI’s overall functioning, and implementing decisions adopted by the Congress. The Board is currently chaired by Matanyahu Englman, State Comptroller and Ombudsman of the State of Israel, who serves as a President of EUROSAI and its Governing Board, acting as the organisation’s official representative.
