The results of the work of Component 2 “Public Procurement” of the EU4PFM project in the first half of 2025, prospective areas of activity, and the outcomes of the Accounting Chamber's cooperation with the project were discussed on July 1 during the fourth meeting of the Component's Steering Committee.
The Chairwoman of the Accounting Chamber Olha Pishchanska and representatives of the relevant areas, Eriks Mezalis, Team Leader, EU4PFM Procurement Component, Henrik Huitfeldt, Head of Sector, Economic and Social Policies, EU Delegation to Ukraine, Ekaterina Yakovleva, Sector Manager for Public Financial Management, EU Delegation to Ukraine, Deputy Minister of Economy of Ukraine Andriy Teliupa, representatives of the Antimonopoly Committee of Ukraine, the State Audit Service of Ukraine and the City of Kyiv attended the online meeting.
Henrik Huitfeldt noted the efforts of Ukrainian institutions to align the national public procurement legislation and practices to EU standards. In turn, Olha Pishchanska expressed gratitude to the specialists of the EU Delegation to Ukraine, as well as to Component 2 of the EU4PFM Project for their fruitful cooperation and high-quality results, highlighting among the key outcomes of the previous period the thematic online webinars and discussions focused on exchanging experience in the field of public procurement auditing.
Regarding future cooperation with the Project, the Chairwoman of the Accounting Chamber mentioned activities such as targeted training for auditors and broad expert discussions on the implementation of the Accounting Chamber’s recommendations concerning public procurement which arise from the results of audits among other initiatives.
At the same time, Eriks Mesalis noted that the Project plans to dedicate its future efforts to further improving defence procurement and to providing assistance in developing implementing regulations if the Law of Ukraine “On Public Procurement” is updated.

Component 2 of the EU4PFM Project provides support to the Ukrainian authorities responsible for overseeing the public procurement process within their mandates: the Ministry of Economy of Ukraine, the Accounting Chamber of Ukraine, the State Audit Service of Ukraine, and the Antimonopoly Committee of Ukraine. The Accounting Chamber systematically analyses the annual reports of the Ministry of Economy on the functioning of the public procurement system, and conducts audits on procurement both as a separate audit measure and withing the framework of compliance audits.
