The Accounting Chamber is among the participants of the 18th meeting of the INTOSAI Working Group on Fight Against Corruption and Money Laundering

The impact of supreme audit institutions on activities aimed at preventing and countering money laundering, terrorist financing, and current audit practices covering these issues were key topics at the 18th Annual Meeting of the INTOSAI Working Group on Fight Againstand Money Laundering (INTOSAI WGFACML).

The event took place on 2–4 July in Warsaw (Republic of Poland) and brought together representatives of supreme audit institutions from 17 countries. Ukraine was represented by Yelyzaveta Pushko-Tsybuliak, member of the Accounting Chamber, and Viktor Podorozhnyi, Director of the Department of Control (Audit) in the Field of Law Enforcement and Anti-Corruption Activities.

During the event, as a part of the discussion on the report on the implementation of the WGFACML Plan, draft INTOSAI professional guidelines were presented. SAIs of the Republic of Austria, the Arab Republic of Egypt, the French Republic and Mexico presented their findings on:

- audits of anti-corruption risk management systems;

- assessment of the implementation of international obligations under the Unined Nations Convention against Corruption;

- audits of national anti-corruption systems and whistleblower protection mechanisms;

- legislative regulation of the interaction between SAIs with other institutions in the field of combating money laundering.

As part of the exchange of best practices, Yelyzaveta Pushko-Tsybuliak presented a report on the experience and contribution of the Accounting Chamber in the field of the prevention and counteraction of money laudering. In particular, she focused on:

- the tools used by the Accounting Chamber in the audit process:

- the powers of the Accounting Chamber in the field of external financial control (audit) when investigating elements of the national system for preventing and counteracting of money laudering and terrorism financing ;

- the main challenges facing this system;

- modern audit practices in this area.

The participants paid special attention to discussing the draft WGFACML Work Plan for 2026–2028, which foresees the development of new methodological recommendations on anti-corruption auditing, including the assessment of national mechanisms for preventing corruption and compliance with international obligations under the UN Convention against Corruption.

During the event, the winners of the scientific research papers within the INTOSAI WGFACML were also announced, with the Accounting Chamber participating in the evaluation process. First place was awarded to representatives of the SAI of the Kingdom of Thailand for their paper titled ‘Implementation Forensic Audits in Supreme Audit Institutions.’ The Chair of the INTOSAI WGFACML, Mohamed El-Faisal Youssef, thanked the winners for their excellent work and expressed gratitude to the Accounting Chamber, in particular, for the high level of expertise demonstrated in evaluating the competition entries.

As part of her working trip, Yelyzaveta Pushko-Tsybuliak also held bilateral meetings with colleagues from SAIs of other countries. Among other engagements, she discussed areas and opportunities for future cooperation and exchange of experience between the SAIs of Ukraine and the Arab Republic of Egypt with the Chair of the INTOSAI WGFACML, President of the Accountability State Authority of the Arab Republic of Egypt Mohamed El-Faisal Youssef.
