Improving Public Procurement Audit: Results of the Accounting Chamber's Cooperation with EU4PFM in the Second Half of 2024

Improvement of the internal regulatory framework of the Accounting Chamber in terms of public procurement audit and the status of implementation of other planned activities of the Public Procurement Component of the EU Technical Assistance Project “Extension of Public Finance Management Support Programme for Ukraine” (EU4PFM), the core priorities of the Project's support to the authorities - these and other issues were discussed at the third meeting of the Component's Supervisory Board on 6 February..

For reference: The Component provides support to the Ukrainian authorities that control the public procurement process within their respective mandates: The Ministry of Economy, the Accounting Chamber, the State Audit Service and the Antimonopoly Committee.

Each year, the Accounting Chamber analyses the report of the Ministry of Economy, which contains an analysis of the public procurement system and summary information on the results of procurement control. The Accounting Chamber also analyses the annual report of the Antimonopoly Committee of Ukraine, in particular, the part that affects the implementation of the state budget and also carries out audits of public procurement by state institutions.

Eriks Mezalis, Team Leader, EU4PFM Procurement Component; Henrik Huitfeldt, Head of Sector, Public Financing, Business Support and Social Policies, the EU Delegation to Ukraine; Ekaterina Yakovleva, Sector Manager for PFM, the EU Delegation to Ukraine; Nadiya Bigun, Deputy Minister of Economy of Ukraine, representatives of the Accounting Chamber, the Antimonopoly Committee of Ukraine, the State Audit Service of Ukraine as well as the international experts took part in the meeting.

At the beginning of the meeting, Henrik Huitfeldt emphasized that in the context of Ukraine's accession to the EU, the adaptation of Ukrainian legislation on public procurement and public-private partnership to the EU acquis is of particular importance.

Gennadiy Plis, Member of the Accounting Chamber, noted the effectiveness of technical support provided by the EU partners, contributing to the capacity of the institution in the field of procurement audit. He also reported on recent achievements of the cooperation.

“The Accounting Chamber has completed its work on the “Methodological Recommendations for Auditors of the Accounting Chamber on Public Procurement Audits” developed within the Project. The final version has been handed over to the Project and we will be grateful for your opinion on it. In the future, this document will be implemented in the work of the auditors,” he said.

Gennadiy Plis also initiated a discussion on how to define “overpricing” in public procurement.

Following the meeting, the Steering Committee members approved the report on the work done over the past six months and detailed the Component's further work plan for the first half of 2025. This plan includes continued advisory support to the Ukrainian authorities in the process of Ukraine's accession to the EU, improvement of the legal framework in the field of public procurement, and further implementation of the public procurement instruments etc.
