Unity in Oversight: A Memorandum Signed Between the Accounting Chamber and the Audit Board of the Ukraine Facility

On March 27, 2025, a Memorandum of Cooperation was signed between the Accounting Chamber and the Audit Board of the Ukraine Facility. The document commits both parties to collaboration and mutual support through the exchange of information, regulatory and methodological documentation, audit reports, and other documents related to the implementation of the Ukraine Facility. It also outlines efforts to deepen dialogue in public finance management and oversight, external audit results, as well as exploring opportunities for joint audit activities, evaluation and methodological cooperation.

The Memorandum was signed by the Chairwoman of the Accounting Chamber Olha Pishchanska, and by the Chair of the Ukraine Facility Audit Board Marek Belka.

The signing of the Memorandum was also attended by Deputy Chairman of the Accounting Chamber Serhii Kliuchka, Acting Secretary of the Accounting Chamber – Head of Staff Vasyl Nevidomyi, representatives of the institution’s specialized departments, as well as representatives of the Audit Board and the Secretariat of the Ukraine Facility. Among them were Deputy Chair of the Audit Board Gijs De Vries, Head of the Audit Board Secretariat Nils Westphal, and other experts.

The Accounting Chamber, by conducting an independent external audit, is part of the implementation of the Ukraine Facility Plan.

"We are ready to strengthen the exchange of information directly with the Audit Board of the Ukraine Facility and are interested in sharing data on audits conducted by the Accounting Chamber that relate to projects funded by this European Union support program for Ukraine or related to the implementation of reforms within the Ukraine Facility Plan," emphasized Olha Pishchanska before signing the Memorandum.

The Chairwoman of the Accounting Chamber is currently on a working visit to Germany, so she joined the meeting online to thank partners for their cooperation and shared details of specific audits conducted by the Accounting Chamber, related to the measures outlined in the Ukraine Facility Plan.

During the discussion on areas of cooperation, Marek Belka emphasized that the Audit Board aims to act as both an advisor and a partner to Ukrainian institutions involved in the Ukraine Facility Plan. According to him, the key agenda points include the challenges, which institutions may face in implementing the Plan, their cooperation and the role of each institution in the European integration process.

Participants also discussed other relevant topics for the Audit Board, particularly public procurement oversight. Deputy Chairman of the Accounting Chamber, Serhii Kliuchka, highlighted that the Accounting Chamber has the broadest set of oversight tools in this area, as it can assess not only compliance with legal regulations but also the effectiveness of procurement processes.

Acting Secretary of the Accounting Chamber – Head of Staff Vasyl Nevidomyi, provided detailed insights to the Audit Board regarding updates to the Accounting Chamber’s workflows, international initiatives for audit experience exchange and the results of already conducted audits related to partner financial support.

"For 2025, we have planned 18 audits related to the Ukraine Facility Plan. Our work plan includes four audits of financial statements for World Bank projects. Last year, we already conducted two such audits. The results of these audits are extremely important, as this support strengthens our state’s resilience and allows us to continue progressing toward European integration," noted Vasyl Nevidomyi.

Reminder: In January of this year, the Accounting Chamber and the Secretariat of the Ukraine Facility Audit Board, which operates in Kyiv, agreed on cooperation.

Background Information: Ukraine Facility is a financial assistance program from the European Union for Ukraine. Between 2024 and 2027, the EU will allocate €50 billion to support Ukraine’s state budget, stimulate investments, and provide technical assistance for the implementation of this program. The program is implemented in accordance with the Ukraine Facility Plan, which outlines key reforms aimed at economic recovery, sustainable development and also Ukraine’s integration into the EU.

According to the Ukraine Facility Regulation, the mission of the Audit Board is to assist the European Commission in evaluating the effectiveness of Ukraine’s management and control systems regarding the funds provided under the Ukraine Facility and to prevent mismanagement of financial resources.
