Countering multi-level threats: Olha Pishchanska delivered a speech at the High Level Security Conference of the EU countries

On 3 June 2025, the Chairwoman of the Accounting Chamber of Ukraine Ms. Olha Pishchanska took part in the High-Level Conference "Security of EU Countries from the perspective of Supreme Audit Institutions", which was held in Warsaw. The event was organised by the Supreme Audit Office of the Republic of Poland on the occasion of the Poland's Presidency in the Council of the European Union.

The Conference was attended by over 100 delegates from 30 EU countries, including heads of national supreme audit institutions, representatives of the European Court of Auditors, INTOSAI, Interpol, OECD and the International Board of Auditors for NATO (IBAN). Ukraine was represented at the forum by the delegation of the Accounting Chamber of Ukraine headed by its Chairwoman Ms. Olha Pishchanska and including Acting Head of Staff of the Accounting Chamber of Ukraine Mr. Vasyl Nevidomyi.

The participants of the Conference paid great attention to cybersecurity, digital transformation, risks in the implementation of defence programmes, and the need for transparent oversight of defence spending. In particular, the participants were addressed by Tony Murphy, President of the European Court of Auditors, Margit Kraker, Secretary General of INTOSAI, Alberto Varano, Executive Director of INTERPOL, as well as heads of Supreme Audit Institutions of the Czech Republic, the Netherlands, Lithuania, France, Portugal, Slovakia and other countries.

Olha Pishchanska in her speech on “Counteracting multi-level threats: Ukrainian experience of state audit” focused on the role of external audit as a tool to maintain the proper functioning of public administration even in extreme conditions.

"The example of Ukraine has revealed the vulnerability of systems and entire sectors to multi-level crises and hybrid warfare. This includes the vulnerability of centralised infrastructure, the need for simultaneous functioning of a 'warring' and 'peaceful' state, a complicated long-term planning process and the lack of safe areas - long-range missiles, drones and cyber threats from Russia leave no safe places in Ukraine. These extraordinary threats pose significant risks to both our population and economy. In addition, they complicate the development of our defence production capacities, which need to be fragmented and diversified to reduce potential losses in the event of an attack.", - Olha Pishchanska said.

 

The Chairwoman of the Accounting Chamber of Ukraine emphasized that during the years of russia's full-scale invasion, the Accounting Chamber focused its efforts on such critical areas for the country's stability as defense, security, including digital security, healthcare, social protection, damage control and reconstruction.

During her speech, Olha Pishchanska gave examples of audits that have become tools for systemic changes in public administration in Ukraine and stressed the importance of monitoring the use of international assistance, in particular in the implementation of social programmes, infrastructure restoration and elimination of the consequences of aggression. Concluding her speech, the Chairwoman of the Accounting Chamber of Ukraine stressed the importance of cooperation with international partners in the field of security programmes audit, in particular in the context of the future functioning of the SAFE (Security Action for Europe) defence fund.

«We are open to further cooperation. In particular, in the framework of parallel or coordinated audits, exchange of approaches to the evaluation of security programs and development of audit standards in this sector. In the context of large-scale global challenges, external audit is about trust in times of instability. It is about guidelines for addressing multi-level threats. And it is about professional solidarity in a common desire to make our countries more sustainable. Thank you to each of you for your support and joint efforts on this path!” Olha Pishchanska addressed the participants of the Conference.

On the sidelines of the conference, the Chairwoman of the Accounting Chamber of Ukraine also held a number of bilateral meetings. In particular, with the President of the Court of Audit of the Republic of Austria, INTOSAI Secretary General Dr. Margit Kraker, they discussed the involvement of the Accounting Chamber of Ukraine in further INTOSAI initiatives and agreed to work on the issue of online workshops on best practices based on specific audit cases. During the meeting with the President of the Supreme Audit Office of the Czech Republic Miloslav Kala, the possibilities of further technical support of the Accounting Chamber of Ukraine by the SAI of the Czech Republic, in particular, by conducting trainings for Ukrainian auditors, were discussed.

On 15 May, the Accounting Chamber took part in the annual meeting between the International Board of Auditors for NATO and SAIs of the Alliance member states. To the delegates was presented a report on the peculiarities, challenges and the role of auditors in the conditions of war and the current state of the institution's reform.
