In 2020,the Central Project Management Agency (CPMA) of the Republic of Lithuania will help the Accounting Chamber of Ukraine to develop an HR strategy for the introduction of modern methods of HR management in the institution. The relevant Memorandum of Understanding between the Accounting Chamber and the CPMA was signed by the ACU’s Chairman Valeriy Patskan and the CPMA’s DirectorLidija Kašubienė.
This initiative will be implemented within the framework of the European Union technical assistance project, which aims to support public financial management reforms (EU4PFM) and is accompanied by the EU Delegation to Ukraine.
The CPMA team, which has implemented similar reforms in Lithuania, in particular in the country’s supreme audit institution, will contribute to the Accounting Chamber’s achievement of Strategic Goal 2 of the ACU’s Development Strategy for 2019-2024, namely strengthening the institution’s organizational and professional capacity.
“The effective work of any institution depends, first of all, on the qualifications of its employees. Therefore, as the Chairman of the Accounting Chamber, I am interested in investing in the development of our auditors, improving their skills, and attracting new people with a new vision and non-standard thinking to work in our institution. And it is extremely important for us to use the experience of those countries that have undergone these reforms and achieved significant results. And it is no less important to do it as soon as possible”, Valeriy Patskan said.
In turn, the Director of the Central Project Management Agency of the Republic of Lithuania Lidija Kašubienė noted that the Accounting Chamber is showing significant efforts and concrete steps to reform the institution and implement international standards in its activities. “I see that you have motivation. And it will help to achieve the set goals”, she said.
The implementation of the project involves the analysis of all the functionality of the Accounting Chamber and proposals for the construction of such a structure of the staff that will maximize the efficiency of audits and implement the strategic goals of the SAI of Ukraine. Within the framework of the Law of Ukraine “On Civil Service” modern tools for staff recruitment and professional development will be introduced. The current system of setting key performance indicators (KPIs) for each employee will be reviewed and consolidated into a single system – so that the work of each employee is aimed at achieving results by the Accounting Chamber as a whole, and each contribution can be fairly and objectively assessed.
Considerable attention will also be paid to identifying key performance indicators of the Accounting Chamber. An information and analytical system to support the auditor’s work will also be developed together with European experts. Experts together with the staff of the Accounting Chamber will analyze all audit procedures that may and should be automated. This will be the contribution of the Accounting Chamber to the national process of digitalization.
It is also envisaged to form a list of analytical modules of the future system, which will automatically receive information from government databases and registers, and in accordance with the requests and needs of the auditor will generate analytical reports. The Accounting Chamber has already sent requests for technical descriptions of relevant information support programs for auditors to Estonia, Poland, Norway, Macedonia, South Korea, and the Czech Republic. Their experience will be analyzed and the best software product adapted to Ukrainian realities will be formed.
