In the course of the state external financial control measures carried out in 2022−2023 regarding the use of loans and assistance from foreign states and organisations, the Accounting Chamber covered UAH 760.2 billion within audits and analyses. This was stated by the Chairwoman of the Accounting Chamber Olha Pishchanska at the joint meeting of the European Parliament's Committee on Budgetary Control (CONT), the Verkhovna Rada Committee on Budget and the Committee on Anti-Corruption Policy. The event of such format is traditional and is being held online for the third time.
«Regarding the use of these funds, in 2022 and 2023, the Accounting Chamber did not record any critical errors or violations that could indicate a violation of the terms of their use. Instead, we recorded a number of certain difficulties that could affect the speed of disbursement of funds. In particular, this happened due to the irregularity and sometimes unpredictability of the time of receipt of funds and due to complications caused by the conditions of martial law», − the Chairwoman of the Accounting Chamber noted.
According to Olha Pishchanska, these measures revealed deficiencies and errors worth UAH 242.8 million. The Accounting Chamber provided its recommendations on these facts to the responsible authorities and some of them have already been taken into account.
The Chairwoman of the Accounting Chamber reported, over the past two years, the institution had conducted 11 audits on the use of loans and assistance from Ukraine's international partners, two of which were related to the support of European partners. In 2024, the Accounting Chamber planned to conduct five more audits related to international assistance. In general, the institution is currently establishing a systematic work on control and analysis of all funds provided by partners to Ukraine in order to identify those programmes and areas that may require audit or analysis.
Answering the partners' questions, Olha Pishchanska spoke about the process of improving monitoring tools for the effective use of international assistance funds in the Accounting Chamber and the practice of returning the misused resources to the budget.
Kyrylo Klymenko, a Member of the Accounting Chamber, also told the participants of the roundtable about the algorithm of cooperation between the Accounting Chamber and law enforcement agencies in case of detection of violations of the law by the institution. He also emphasised that, given the start of the implementation of the «Ukraine Facility» financial support programme, it was important to have a clearer division of powers between the Accounting Chamber and the State Audit Service of Ukraine in terms of auditing the use of this fund.
Summing up the meeting, the Chair of the European Parliament's Committee on Budgetary Control, Monika Hohlmeier, expressed her best wishes to her Ukrainian colleagues and noted that in the face of military risks, Ukraine would have to make a lot of efforts to counter violations and abuses.
