Supporting the strengthening of institutional capacity of government authorities for budget control in the area of public procurement, improving external audit of public procurement by the Accounting Chamber, as well as developing the training programs for the auditors. These are the main points of the Work Plan for 2024 of the Steering Committee of the Public Procurement Component of the European Union Technical Assistance Project "Public Finance Management Support Program in Ukraine (EU4PFM)." The relevant document was approved at the first meeting of the Steering Committee on April 11, 2024.
This Component provides support to the authorities of Ukraine responsible for the public procurement process control: the Accounting Chamber, the Ministry of Economy, the State Audit Service, and the Antimonopoly Committee.
Henrik Huitfeldt, Head of the Economic and Social Policy Sector of the EU Delegation to Ukraine, noted during the meeting that proper functioning of public procurement is important for the economy, stability, and post-war recovery of the country. He thanked the Accounting Chamber for joining the Steering Committee of the Public Procurement Component of EU4PFM.
In response, the Chairwoman of the Accounting Chamber, Olha Pishchanska, spoke about the institution's expectations of cooperation with EU4PFM.
"In this regard, support from the Project in developing subordinate regulatory acts will be very useful for us. Specifically, in developing guidance for the Methodological Handbook on Compliance Audit, which will contain action algorithms during audits related to public procurement. However, the basis of our success lies in the development of professionals. Therefore, we need support in training employees in the field of public procurement audit and familiarizing them with the best international audit practices," noted Olha Pishchanska.
In turn, the Team Leader of the EU4PFM Project, Eriks Mezalis, emphasized that the Accounting Chamber plays an important role in overseeing the procurement system, so the Project will make efforts to meet the institution's needs.
In addition to the Work Plan, at the first meeting, the parties also approved the Regulation and outlined the main priorities of support.
It is worth noting that the Accounting Chamber annually analyzes the Report of the Ministry of Economy of Ukraine, which contains an analysis of the functioning of the public procurement system (regarding quantitative and value indicators of procurement in terms of procedures and procurement items, level of competition, number of complaints) and summarized information on the results of control in the procurement sphere.
