On 24 May, the Chairwoman of the Accounting Chamber Olha Pishchanska and members of the institution held a working meeting with the experts of the Center for Audit Excellence (CAE) of the U. S. Government Accountability Office (GAO) Joseph Christoff and Eileen Larence. Ihor Molotok, the People’s Deputy of Ukraine, member of the Budget Committee of the Verkhovna Rada, also joined the discussion.
The parties summed up the results of the week’s work.
Olha Pishchanska introduced the new members of the Accounting Chamber to the American delegation, with whom they will continue to cooperate in the framework of consulting support for certain audits.
The head of the institution also thanked her American colleagues for their cooperation and training for the auditors of the Accounting Chamber, in particular for the last two-day training on interviewing during audits.
In his turn, Joseph Christoff expressed his impression of the recent exercises and emphasized the high enthusiasm and involvement of Ukrainian auditors in the process of professional development. He also underlined the importance of identifying new ways to improve communication with the Verkhovna Rada, stakeholders and the society. Olha Pishchanska assured the American colleague that the institution is already working on this.
“Cooperation with the Verkhovna Rada is one of the priorities of the Accounting Chamber. Therefore, together with the Parliamentary Budget Committee, we have joined our efforts to improve the performance of the institution: we regularly take part in discussions of our reports and the extent of implementation of the auditors’ recommendations”, Olha Pishchanska said.
In turn, the MP Ihor Molotok, who chairs the Verkhovna Rada Subcommittee on State Financial Control and the Accounting Chamber’s activity, stressed the importance of the role of the Accounting Chamber at the current stage:
“The work of the Accounting Chamber shows how efficiently and transparently the funds of the state budget and international partners were used - this is what the parliament is interested in and we are working hard on it. I am confident that the experience of the American SAI and expert advice will be useful for our auditors”, - Ihor Molotok concluded.
The parties also agreed on the further support of the American experts to the Accounting Chamber in the proper verification of the funds of macro-financial assistance from international partners and identified the areas of advisory support to the institution during the next training to be held in late June in Krakow (Poland).
This week, as part of the visit to the Accounting Chamber, the experts of the Centre for Audit Excellence conducted a two-day training on “Advanced Interviewing Skills” for the Accounting Chamber staff, as well as provided consultations to the audit teams involved in the audits supported by the American experts.

Agency for International Development (USAID), has been providing technical support to the Accounting Chamber to strengthen its capacity to conduct quality audits since June 2023 and is expected to last for three years. The objective is to strengthen the institutional independence and audit practices of the Accounting Chamber in accordance with the International Standards of Supreme Audit Institutions (ISSAI).
