Ensuring the independence of supreme audit institutions, digitalization, public finance, energy and climate change. These issues were discussed on 18 June at the meeting of the members of the Contact Committee of Supreme Audit Institutions of the European Union Member States held in Brussels (Belgium). The topic of the event was: “Resilient SAIs for Resilient Societies”. The Accounting Chamber of Ukraine was represented at the event as an observer by its Chairwoman Olha Pishchanska.
Regular meetings of the members of the Contact Committee of Supreme Audit Institutions of the EU Member States are an effective tool for coordination of the activities of SAIs of the EU member states/candidate countries with the European Court of Auditors (ECA). The Accounting Chamber also participates in the events of the Network of Supreme Audit Institutions of the EU candidate and potential candidates for membership.
“The Accounting Chamber not only maintains its resilience during the war, but also develops to respond quickly and effectively to the needs of the society. Given the fact that Ukraine has become a candidate for membership in the European Union and received significant international assistance for its reconstruction, we are strengthening cooperation with the European audit community: we are actively exchanging experience, adapting the procedures of external state audit to the European practice and striving for innovations”, Olha Pishchanska said, commenting on the relevance of the chosen topic of the event for Ukraine.
The participation of the Accounting Chamber in the meeting of the heads of supreme audit institutions of the EU member states was supported by the Court of Audit of the Kingdom of Belgium.
On 17 June, Olha Pishchanska met with Hilde Francois, Senior President of the Court of Audit of Belgium.
The heads of SAIs discussed the specifics of the work of institutions in their countries. In particular, they discussed the development of institutional capacity through systematic staff development. They also discussed areas of further cooperation between the supreme audit institutions.
“Your institution’s experience in the use of IT tools in the process of data analysis and the application of relevant practices and methodologies is valuable to us. In addition, as the Ukrainian Parliament is currently preparing a new legislative framework for reforming the Accounting Chamber, including the expansion of its mandate to cover the entire public finance system, we are interested in exchanging information on the development of the SAI as a modern supreme audit institution and on measures to guarantee its independence”, Olha Pishchanska said.
In turn, Hilde Francois assured that her institution is ready to fully contribute to the development of the Accounting Chamber and improvement of audit practices, in particular, through the exchange of experience in systemic reforms.
The parties also agreed to exchange experience on such issues as the involvement of external auditors in the implementation of control measures, trilateral cooperation involving international organizations, and the implementation of high-quality data analysis in conditions of limited resources.
