The results of the eight-year work of the “Black Sea Basin 2014-2020” Joint Operational Programme for Cross-border Cooperation of the European Neighbourhood Instrument were summed up by its participants at the final conference in Constanta, Romania.
The programme implements projects in Armenia, Georgia, Moldova and certain regions of Bulgaria, Greece, Romania, Turkey and Ukraine. The programme’s goal is to improve the well-being of people in the Black Sea region by ensuring sustainable development and joint environmental protection.
The group of auditors of the European Neighbourhood Instrument’s Cross-border Cooperation programmes, which includes the “Black Sea Basin 2014-2020”, among others consists of representatives of the Accounting Chamber of Ukraine, in particular, the Humanitarian and Social Sphere Control Department.
The last meeting of the Joint Monitoring Committee and the final conference of the Joint Operational Programme for Cross-border Cooperation of the European Neighbourhood Instrument “Black Sea Basin 2014-2020” were attended by the management and control structures of the Programme from all eight participating countries, as well as representatives of the European Commission, the Programme’s Audit Authority, the TESIM project and beneficiaries. The participants noted the significant results of the programme and spoke about the challenges in its implementation.
Over the past eight years, the programme has funded 57 projects worth €48.8 million, including 34 investments in cultural and creative infrastructure, infrastructure related to the tourism sector and ports, as well as infrastructure for environmental protection and monitoring.
Representatives of the Accounting Chamber, included in the Group of Auditors under the European Neighbourhood Instrument Cross-border Cooperation Programme “Black Sea Basin 2014-2020”, tested the control measures for 3 of these projects and conducted 2 systemic audits. In particular, they analysed the projects “Increase Trading and Modernisation of the Beekeeping and Connected Sectors in the Black Sea Basin”, “Cleaner Rivers – Cleaner Seas” and “Green Tourism and Historical heritage – a stepping stone for the development of the Black Sea Basin”. The latter revealed facts of procurement without the use of the Prozorro electronic system, as well as a decrease in the expected value of goods.
