Chairwoman of the Accounting Chamber met with representatives of the French state financial control institutions

On 3-4 December 2024, the delegation of the Accounting Chamber headed by the Chairwoman of the institution Olha Pishchanska met with representatives of the institutions responsible for state financial control in the French Republic, as well as the Special Envoy of the President of France for Aid and Reconstruction of Ukraine.

The meeting with Pierre Moscovici, the First President of the Cour des comptes of the French Republic, was of great importance for the development of cooperation between the Supreme Audit Institutions of Ukraine and the French Republic. During this meeting, the parties discussed the areas of further cooperation between the institutions, including the possibility of conducting parallel/coordinated audits on topics relevant to both countries. The representatives of the Cour des comptes also shared their experience in local budgets auditing.

During the meetings with SIGMA representatives, the issues of internal control, internal and external audits, as well as financial inspections as a complement to internal audits were discussed. The importance of a clear understanding and distinction between the concepts and powers of internal and external control (audit) was emphasized.

Meetings with representatives of the French General Inspectorate of Finance (IGF), the Directorate General of Public Finance (DGFiP) and the Department of Budgetary and Accounting Control of the Ministry of Economy, Finance and Industry helped to understand the system of state financial control of the French Republic, the distribution of powers and tasks between the bodies, exercising state financial control at different levels of control.
