The Accounting Chamber to Collaborate with the Secretariat of the Ukraine Facility Audit Board

The Accounting Chamber will provide the Secretariat of the Audit Board of the Ukraine Facility with all the necessary information to ensure the partners’ efficient work within its mandate.

This was discussed during a meeting between Nils Westphal, Head of the Secretariat of the Audit Board of the Ukraine Facility, and Jan Van Tuinen, Head of the EU Project Expert Team, and Olha Pishchanska, Chairwoman of the Accounting Chamber.

The partner’s representatives also attended the meeting: Yulia Yurchenko, Operations Executive of the Secretariat of the Accounting Board, Ruslana Rudnytska, Key Expert, as well as Vasyl Nevidomyi, Acting Secretary of the Accounting Chamber - Chief of Staff and Departments Directors of the Accounting Chamber.

For reference. The Ukraine Facility is a European Union financial assistance programme for Ukraine. Over the period 2024-2027, the EU will provide €50 billion to finance the state budget, support investment and provide technical assistance for the implementation of this programme. The programme will be implemented in accordance with the Ukraine Facility Plan. This technical document provides for the implementation of reforms that will lay the foundations for further economic recovery and development as well as for Ukraine's integration into the EU.

With the EU's financial support, the Ukraine Facility Audit Board Secretariat began its work in Kyiv in January 2025. At the same time, the Audit Board itself will operate in Brussels (Belgium). The activities of the Secretariat will be aimed at supporting the effective and competent functioning of the Audit Board throughout its mandate.

During the meeting, which was initiated by the partners, they expressed their interest in establishing professional cooperation with the Accounting Chamber, using the results of its audits and sharing analytical information.

Olha Pishchanska pointed out that the Accounting Chamber is an independent body that works exclusively in the interests of the state, and that is why it focuses its audits primarily on priority areas. At the same time, she noted that in 2024 the Accounting Chamber had carried out 22 audits related to the reforms set out in the Ukraine Facility Plan: including performance audits related to the problems of reforming the network of higher education institutions, the development and implementation of the state housing policy in terms of providing housing for young people, and a compliance audit of the organisation of the state management of blood reserves.

The Chairwoman of the Accounting Chamber also noted that another 16 such audits are planned for the current year. According to her, these include compliance audits on "How institutions of the National Academy of Medical Sciences of Ukraine are prepared for the transition to the state healthcare guarantee program", "Tax Debt: Improvement of Management" and "Public Debt Management". At the same time, Olha Pishchanska noted that the audit on public debt will be conducted for the first time..

The Accounting Chamber is now in its most active phase of reform, and for more than a year it has been conducting all its audits in accordance with the international standards used by the world's leading Supreme Audit Institutions. "Thus, we will speak the same language – the language of international standards. Of course, we continue to develop the skills and competencies of our auditors. I would like to note that European and U.S. experts provide support during our audits. Therefore, I am confident in the positive prospects of our cooperation to achieve shared results" the Chairwoman of the Accounting Chamber stressed.

During the meeting, Vasyl Nevidomyi provided a detailed overview of recent audits on the use of international support funds, and Olena Larionova, Director of the Legal Support Department, presented updates on the legislative framework governing the Accounting Chamber's activities.

Participants also discussed the possibility of signing a Memorandum of Cooperation and agreed to appoint responsible representatives to organize the collaboration in this direction.
