Chairman of the Accounting Chamber addressed III EUROSAI – ASOSAI Joint Conference held in Jerusalem with the Acounting Chamber’s initiative for Establishment of TASK FORCE on the Audit of Assesment of Damages and Losses and the Use of Funds for Elimination of the Consequences of Military Conflicts in the framework of the International Organization of Supreme Audit Institutions (INTOSAI).

"The war has been going on for 5 years. Donbass occupation and Crimea annexation caused huge damage to our State. Over the UN data, because of Russia military aggression, almost 13 thousand people were killed, almost 30 thousand people were wounded, about 1.5 million people were forced displaced.

How many houses have destroyed, how many of our plants and other enterprises have exported, how much of our resources have used and what environmental losses have we had? We do not know the answers to these questions, because today, unfortunately, there are no methodologies for calculating damages and losses because of military conflicts", − said Valeriy Patskan.

He stressed that not only Ukraine has been suffering from military aggression  today in the world there are many countries-victims of military agression: Cyprus, Azerbaijan, Afghanistan, Georgia, Iraq, Kuwait, Macedonia, Moldova, Syria, Croatia and others.

Thus the Chairman of the Accounting Chamber noted that time has come for INTOSAI member states to take stock of current situation and respond appropriately to the realities that surround us.

"Therefore, the Accounting Chamber proposes to set up within the framework of INTOSAI the Task Force on the Audit of Assesment of Damages and Losses and the Use of Funds for Elimination of the Consequences of Military Conflicts. The Task Force shall develop common international standards for carrying out two measures by the SAIs. The first measure is the audit of the assessment of damages and losses due to military actions. The second one is on the efficiency of the funds use directed to priority measures for elimination of the consequences of military conflicts. Therefore, I personally request each Chaiman and each representative of the SAI, present today here, to support the Accounting Chamber’s initiative at the INTOSAI Congress in September this year and vote in favor of the establishment of the relevant Task Force",  said Valeriy Patskan.

The EUROSAI-ASOSAI Joint Conference in Jerusalem is attended by representatives of 42 SAI countries of the world.
