The Accounting Chamber should get the status of the observer in the Contact Committee of supreme audit institutions (SAIs) of European Union (EU) Member States and join the European Court of Auditors (ECA). That video message of the Chairman of the Accounting Chamber Valeriy Patskan was presented to the heads of SAIs – members of the Contact Committee of the EU.
«Considering the intensive process of Ukraine’s European integration I call on all esteemed members of the EU Contact Committee to include the Accounting Chamber to the SAI network of of candidates and potential candidates for EU membership and give the Accounting Chamber the right to participate in the EU Contact Committee meetings as an observer. We take full responsibility for this status. The Accounting Chamber should become the 28-th member of the ECA», - Valeriy Patskan said.
The Chairman of the Accounting Chamber stressed that Ukraine believes that the time we can start reconstruction will come soon and our partners will also be with us on this long but successful path. He emphasized that Ukraininans have united and many people believe that Ukraine will be different after the war. «This is a unique opportunity to transform institutions in Ukraine. That is why the EU's response to Ukraine's application for EU membership submitted by the President of Ukraine on February 28 is an important signal for our society. The questionnaire handed over by the President of the European Commission Ms. Ursula von der Leyen on April 8, 2022 at the meeting with the President of Ukraine Volodymyr Zelensky has already been worked out by the Ukrainian authorities, in particular, the Accounting Chamber», - Valeriy Patskan underlined.
According to him, fast application’s consideration procedure will allow us to start integration processes and jpint reconstruction of the new Ukraine as soon as possible. «and it is important for all of us that the invaluable assistance that Ukraine will receives after our victory is administered in full compliance with EU policies and procedures and international standards of transperency and acountability», - he added.
Valeriy Patskan noted that the Accounting Chamber is an important body and element of the public management system and effective instrument of parliamentary control which is currently adapting its activities in line with INTOSAI standards and European best practices. He urged the colleagues from the SAIs to share with the Accounting Chamber the existing practices of auditing programs and funds aimed at infrastructure projects, other experiences of the SAI's participation in the post-conflict stabilization of the economy.
Valeriy Patskan described that the appropriate status will allow us to clearly understand the system and work of the EU structured funds and have a high-quality relationship with both Ukraine and the EU financial systems.
The Contact Committee promotes and facilitates cooperation between EU Member States SAIs and the ECA, who establishes to audit the EU's budget in terms of both revenue and spending. The ECA audits both revenue and spending of all institutions, offices or agencies, established by the EU. EU Member States SAIs and the ECA cooperation is taking place within the framework of the Contact Committee. In practice, it is a platform for discussing all current issues of the EU's public finances.
The members of the Contact Committee are the SAIs of the EU Member States. Candidate and potential candidate countries and EU Member States SAIs can participate in the Contact Committee meetings as observers. They join to the Network of SAIs of candidate and potential candidate countries and Contact Committee Working Group for Candidate Countries, established for them. «Ukraine counts to become a candidate in the EU membership this summer. That is why the Accounting Chamber seeks to get the status of the observer in the Contact Committee and then become a member of the ECA. We hope for your positive decission!» – Valeriy Patskan added.
