Audit mandate of the Accounting Chamber should cover all public finances without exception – Andrii Maisner

Not waiting for updates in the legislation the Accounting Chamber has started a real institutional reform. This was stated in the Acting Chairman of the Accounting Chamber Andrii Maisner’s interview with the Ukrinform news agency.

"If we want Ukraine to be an equal member of the EU, we have to start with ourselves. That is why the Accounting Chamber is actively reforming today, realizing its role in the public processes in the wartime and unprecedented international assistance," Andrii Maisner said.

According to him, the need to update the legislation has been long overdue. A new law on the Accounting Chamber should ensure the expansion of the mandate to conduct three types of audits in accordance with international standards to all public finances without exception: financial audit (including consolidated financial statements), performance and compliance audit.

"It should not be separate areas, only the state budget and delegated powers to the local level as it is now, but should be the activity of all officials at all levels at the expense of taxpayers," he said.

In general, Andrii Maisner added, that the Accounting Chamber should become a reliable pillar of the Ukrainian society in terms of accountability and transparency of the use of taxpayers' funds. At the same time, the Acting Chairman of the Accounting Chamber stressed that the institution is neither a punitive nor an investigative body, but has other priorities and tasks.

"We are not witch hunters, and we eliminate black hole in the government finances and the public economics through audits. This work is aimed at eliminating the root causes and preventing them, not at extinguishing fires and mechanically recording the consequences," he said.

He also stressed that state auditors are now facing new challenges – to build trust and a culture of acceptance of audit results by various stakeholders, both in civil society, in the state and abroad. "After all, it is about the trust of partners in Ukraine, and, in fact, about our survival," Andrii Maisner concluded.
