The use of focus audit tools, consultations and trainings in the process of auditing, data analysis, internships of the Accounting Chamber staff in the supreme audit institutions (the SAIs) of the EUROSAI Project Group "Technical Support for the Accounting Chamber" (the Project Group) members states – these were the options for support offered by the Project Group members on 28 March during the online meeting chaired by the National Audit Office of the United Kingdom (the UK NAO).
The Chairwoman of the Accounting Chamber Olha Pishchanska, responsible experts of the institution, representatives of the SAIs of Norway, Lithuania, Portugal, Hungary, Latvia, Germany, Belgium, Finland, France, Czech Republic, Sweden, Estonia, Ireland, the European Court of Auditors, as well as experts of current projects of international technical assistance in the Accounting Chamber attended the event.
In his opening remarks, Gareth Davies, Comptroller and Auditor General of the UK NAO, pointed out the extraordinary conditions under which Ukrainian auditors are currently working. At the same time, Gareth Davies noted that in such circumstances, strong control over public funds and a qualitative analysis of their use become increasingly important.
In her response, the Chairwoman of the Accounting Chamber Olha Pishchanska stressed that no challenges will stop the institution on its way to improvement and reform. The Chairwoman thanked the representatives of the Project Group for their strong support of Ukraine and the Accounting Chamber in particular. Olha Pishchanska expressed special gratitude to the UK NAO for its longstanding leadership in providing technical assistance. The Chairwoman emphasized the areas of support in which the Accounting Chamber is particularly concerned.
"This includes practical tools for conducting focus audits, internships for the Accounting Chamber representatives in SAIs of other countries, as well as modern and qualitative data analysis during auditing. All these issues are important to strengthen the institutional capacity and quality of the Accounting Chamber's specialists work, and it is also a prerequisite for Ukraine's integration to the EU," Olha Pishchanska said.
She stressed that regular consultations between the Accounting Chamber and the UK NAO contributed, in particular, to provide synergy with other projects on capacity building and institutional strengthening of the Accounting Chamber. In particular, the EU4ACU Project Team-leader Inhuna Sudraba and an expert from the US Government Accountability Office's Center for Audit Excellence Joseph Christoff, spoke in detail about the technical support currently provided to the Accounting Chamber.
At the same time, during the discussion, each representative of the present SAIs suggested possible options for further support, according to the needs of the Accounting Chamber.
It is worth reminding that in June 2023 during the meeting of the EUROSAI Governing Board the SAIs unanimously welcomed the initiative of the UK NAO on establishing the EUROSAI Project Group to support the Accounting Chamber in its activities under war conditions and circumstances.
