The National Health Service of Ukraine informed the Accounting Chamber that, in accordance with the recommendations given to it, as of May 24, medical service providers returned UAH 11.3 million (58.3% of the total amount) of funds received in excess under the package of medical services “Ensuring the preservation of personnel potential for provision of medical assistance”. In general, UAH 19.4 million should be returned to the NHSU.
These recommendations were provided based on the results of the performance audit on the topic “Direct budget support of the USA at the beginning of Russia’s military invasion of Ukraine: Preventing collapse and preserving the stress resistance of the Ukrainian medical services system”. As the auditors established, the direct budget support of the USA (DBS) accounted for 70.5% of the expenses of the National Health Service of Ukraine for payment of medical services for January - April and June - July 2022 – UAH 70.5 billion and by 92.2% reimbursed expenses of medical service providers for salaries of their own employees, made at the expense of the state program of medical guarantees, – UAH 53.9 billion.
The recommendations, in particular, referred to the need to check whether other providers of medical services, which were not included in the audit, had grounds for concluding contracts for the mentioned package of medical services.
In the second recommendation provided to the NHSU, it was emphasized the need to ensure the technical implementation of the interaction of the central database of the Electronic Health Care System (EHCS) with all six information systems and state information resources defined by legislation, with which the EHCS did not interact or cooperated in the mode of experimental operation of the software at the time of the completion of the audit. In order to implement this recommendation, the Accounting Chamber was informed about the work carried out to establish connections between the central database and four such systems and resources: the information and analytical platform for electronic verification and monitoring, the State register of individuals – taxpayers, the Unified state demographic register, the Unified information system of the social sphere.
Also, the NHSU noted that thanks to the exchange of information with the State register of individuals – taxpayers, as of 23.05.2024, the data of 386 495 medical workers was verified and the functionality for the exchange of information related to patients began to be used.
For reference: the United States of America provided us with USD 1.7 billion of direct budget support (DBS) for health care, equivalent to UAH 49.7 billion. This support was supposed to help the National Health Service of Ukraine (NHSU) in ensuring uninterrupted provision of packages of basic services under the state program of medical guarantees. The funds could be used to reimburse NHSU for payments made by it to providers of medical services under the packages of the state medical guarantee program from January 1, 2022 to July 31, 2022 (with the exception of payments for May), namely for reimbursement of salary payments to employees of such providers.
