The Accounting Chamber conducts three surveys of entrepreneurs in the following areas:
1) on possible abuses by customs officials;
2) difficulties in obtaining state financial support under the program "Affordable Loans 5-7-9%";
3) problems with tax invoices.
All surveys are anonymous and carried out by filling out a Google form. All business entities with relevant experience can take part in the survey. The Accounting Chamber would be grateful to the business representatives for their objective answers and time spent on filling in the questionnaires.
1. In particular, as part of the performance audit on "Ensuring the Implementation of the State Customs Policy under Martial Law", the Accounting Chamber conducts a survey of external economic operators on the facts of abuse of discretionary powers by customs officials in the course of customs control and customs clearance.
We ask entrepreneurs who have experience of cooperation with customs authorities to answer questions about customs control and customs clearance of goods and vehicles for commercial use in 2022-2023.

2. As part of the performance audit on "State Financial Support for Business under Martial Law", the Accounting Chamber identifies the problematic issues faced by entrepreneurs when receiving state support under the program "Affordable Loans 5-7-9%".

3. In addition, as part of the performance audit on "Appealing the decisions of the State Tax Service: Impact on the economic activity of taxpayers" (the report on which will be considered at the meeting on 08 October 2024), a survey of businesses is being conducted to appeal against the decisions of tax authorities to suspend the registration of tax invoices.
We kindly ask business representatives who have faced suspension of registration of tax invoices/adjustment calculations (TI/AC), failure to take into account the data table, or classification of a company as a risky one to share their own experience of interaction with tax authorities during the administrative and judicial appeal procedures in this regard via this link.
The results of the survey will help the Accounting Chamber to obtain detailed data on the problems faced by VAT payers in the automated monitoring of TI/CA compliance with the risk assessment criteria and identify the issues that need to be addressed.
