The key achievements of the Accounting Chamber in 2024, positive developments in the work of the Accounting Chamber, changes in legislation and plans for their implementation in 2025 were discussed on December 12 during a meeting of the Accounting Chamber leadership with Dominic Neil, the First Secretary for Economic Affairs of the British Embassy, Maryna Posmitna, Economic Adviser of the British Embassy, representatives of the USAID Office of Democracy and Governance: Ann Hopper, Director of Office and Gagik Melkumyan, Deputy Head of the Office of Financial Management.
From the Accounting Chamber the meeting was joined by Olha Pishchanska, the Chairwoman, Vasyl Nevidomyi, the Acting Secretary of the Accounting Chamber – Chief of Staff, Yulia Myronenko, the Director of the State Budget Control Department, Olena Larionova, the Director of the Legal Support Department, and other specialists.
The purpose of the meeting is to establish closer cooperation and further develop the dialogue of the Accounting Chamber with international partners.
At the beginning of the meeting, Olha Pishchanska emphasized that financial support from partners is currently important for Ukraine, which allows us to provide basic social needs in times of war.
“Instead, our country is obliged to ensure the proper use of these funds and their receipt by key beneficiaries. The Accounting Chamber uses various tools to control the maximum amount of aid received. In particular, we actively cooperate with SAIs of other countries, which provide us with professional support and confidence in the correctness of our approaches. We are open to communication to ensure full transparency in the use of state resources,” Olha Pishchanska noted.
Speaking about the main institutional achievements of the year, Vasyl Nevidomyi noted the importance of conducting all audits in 2024 in accordance with updated methodologies that meet INTOSAI standards, implementing a risk-based approach in planning the work of the Accounting Chamber, and improving the internal quality management system. Vasyl Nevidomyi also informed partners about the details of key audits of international support carried out by the Accounting Chamber.
Yulia Myronenko focused the partners’ attention on the results of cooperation with SAIs, conducting international coordinated and parallel audits, as well as internships for auditors. Olena Larionova pointed out the key changes in the work of the Accounting Chamber that will occur with the entry into force of the updated profile legislation.
“The entry into force of this law is the Rubicon of further development of the state external financial control system, the transition from the current, in fact still post-Soviet system of auditing, to advanced European and world standards,” Vasyl Nevidomyi summed up the discussion of the legislative changes.
In turn, representatives of the Embassy and USAID were interested in the key challenges that the institution faces when auditing state budget funds, the readiness of the Accounting Chamber to conduct audits of local budgets and consolidated financial statements, the peculiarities of the institution’s communication with the Verkhovna Rada of Ukraine, and other issues.
It should be noted that the United Kingdom provides support to the Accounting Chamber within the framework of the EUROSAI Project Group “EUROSAI support to the Accounting Chamber of Ukraine”, and USAID cooperates with the Accounting Chamber within the framework of the international technical assistance project “Accounting Chamber Capacity Building Project”.
