Strengthening partnerships and cooperative audits – the Accounting Chamber’s international cooperation priorities for 2025

Enhancing cooperation with partners, conducting international audits and attracting technical assistance are among the core priorities of the Accounting Chamber’s international cooperation in 2025. A corresponding decision was approved at the Accounting Chamber’s meeting on 06 May.

The priorities identified focus on facilitating Ukraine's European integration process, strengthening the system of state financial control and implementing international auditing standards in practice at the national level.

The implementation of the International Cooperation Priorities will also contribute to the achievement of the goals set out in the Development Strategy of the ACU for 2025-2029.

The key areas of the international activity of the Accounting Chamber in 2025 include:

1) Continuing and expanding participation in the activities of the international professional organisations - the International Organisation of Supreme Audit Institutions (INTOSAI) and the European Organisation of Supreme Audit Institutions (EUROSAI).

The Accounting Chamber will continue to lead the EUROSAI Working Group on the Audit of Funds Allocated to Disasters and Catastrophes (EUROSAI WGAFADC) and to collaborate with the partner SAIs under the auspices of the EUROSAI Project Group "EUROSAI Support to the Accounting Chamber".

2) Participation in international events that are crucial for the promotion of Ukraine’s international image, e.g. in the meetings between the International Board of Auditors for NATO (IBAN) and the Competent National Audit Bodies (CNABs), as well as in the events organised by the EU Member States in the framework of or on the occasion of their respective presidencies of the Council of the EU.

3) Participation in multilateral formats of the regional cooperation of SAIs, including the development of interaction with the regional alliance "The Visegrad Group (V4)".

4) Collaboration with the International Monetary Fund and the World Bank.

5) Implementation of measures in the framework of Ukraine's European integration policy, including participation in bilateral meetings as part of the official screening under Chapter 32 "Financial Control" of the Negotiating Framework, as well as in the meetings of the EU-Ukraine Association Committee. The Accounting Chamber will continue to carry out audits in the priority reform areas identified in the Ukraine Facility Plan.

6) Continuing participation in multilateral international audit groups for the EU-funded cross-border, transnational and interregional cooperation programs: joint Operational Programs of Cross Border Cooperation - European Neighbourhood Instrument (ENI CBC) 2014-2020 and Interreg NEXT 2021-2027.

7) Further development of bilateral and multilateral cooperation and cooperative audits:

The international coordinated audit on the topic "Ensuring the Right to Education for Ukrainian Children in Schools in European Countries" (with the participation of SAIs of Lithuania, Poland, Slovakia and the Czech Republic, as well as the Court of Auditors of the State of Hesse (Germany); international parallel audit on the topic "Digitalisation of Education as a Modern Requirement of the Information Society" (conducted in cooperation with the Court of Auditors of the State of Hesse (Germany); a global joint audit on adaptation to climate change (in cooperation with the INTOSAI Working Group on Environmental Auditing and the INTOSAI Development Initiative - IDI).

8) Participation in the international technical assistance programs and projects, e.g. the EU Public Finance Management Support Programme for Ukraine (EU4PFM) and the mAIDan Ukraine programme, the Support for Improvement in Governance and Management (SIGMA). Resuming dialogue with SIDA and GIZ.

9) Efforts to promote the Accounting Chamber as a competitive candidate for the role of an External Auditor of the international organisations, in which Ukraine is a full member.

10) Enhancing communication and initiating cooperation with foreign and international stakeholders.
