The Supreme Audit Institution of the United States of America will help Ukrainian auditors enhance their skills and share its experience in conducting IT audits – speech by Valeriy Patskan

The Supreme Audit Institution of the United States of America − the Government Accountability Office (GAO) will provide a support to Ukrainian auditors of the Accounting Chamber in enhancing their skills and sharing its experience in conducting IT audits. The agreement was reached during the meeting between the Chairman of the Accounting Chamber Valeriy Patskan and the Comptroller General of the United States and head of the U.S. Government Accountability Office (GAO) Eugene Dodaro in Washington.

The parties discussed the issue of the Accounting Chamber's Training Center establishment for auditors’ regular advanced training. "No structure can work effectively without skilled personnel. We aim our auditors to be always competent and properly and promptly responded to the risks and threats that arise. Therefore, we plan to establish the Accounting Chamber's Training Center for personnel’ regular advanced training", − Valeriy Patskan said. The GAO is ready to provide its specialists for training courses. In addition, as a result of an agreement reached the Ukrainian auditors will be trained at the the U.S. GAO in the near future.

The Supreme Audit Institutions of the United States of America will also share its experience in implementing IT audits.

During the meeting, the Parties also discussed the Strategy for the development of the Accounting Chamber over the next 5 years. GAO is ready to provide practical guidance on provisions of the Strategy for the development.

During the meeting, the GAO also raised the issue on the functioning of the newly created anti-corruption authorities in Ukraine, since in the USA this system is one of the most efficient. Valeriy Patskan, the Chairman of the Accounting Chamber, informed that this year the Accounting Chamber is conducting audits in NABU and NAPC. For its part, the GAO offered to provide the Accounting Chamber with expert support in conducting relevant audits.

"We all need to make sure that state budget funds are used efficiently and for their targeted purpose. It is essencial for us the anti-corruption system works properly", − Valeriy Patskan said.

Chairman of the Accounting Chamber Valeriy Patskan added that from 2015 until July 1, 2019, approximately 4.8 billion UAH were spent on the anti-corruption authorities’ maintenance from the state budget fund of Ukraine, according to the State Treasury Service data. "Every year the anti-corruption authorities funding grows. In the current year, for these purposes, more than 3.4 billion UAH are planned to be spent. Some funds are also allocated by international donors, including the United States. Therefore, obviously how efficiently they are used", − Valeriy Patskan said. He also emphasized that effective fight against corruption is one of the constant requirements of international institutions.
