Among the employees of the Accounting Chamber who apply for the positions of state auditors, an internal selection process consisting of testing and interview stages began on March 11. In total, about 300 employees of the Accounting Chamber’s staff and territorial offices are planned to undergo the selection.
The introduction of the positions of state auditors is provided for by the updated norms of the legislation “On the Accounting Chamber”, which significantly expand its powers, for which the institution needs to strengthen its human resources.
To participate in the initial competitive selection, auditors submitted motivation letters and selected the desired testing topic, the purpose of which is to assess the compliance of the candidate’s professional knowledge with the established qualification requirements and professional suitability criteria, in particular regarding knowledge of special legislation and the provisions of the INTOSAI Framework of Professional Pronouncements (IFPP).
After successfully passing the tests, auditors are admitted to an interview with the competition committee, based on the results of which an assessment of the candidate’s competences is provided.
Taking into account the results of the testing and interview, the committee will formulate recommendations on the appointment of employees to the positions of state auditors in the relevant structural units of the Accounting Chamber and will submit them to the Secretary of the Accounting Chamber for a decision. Appointments to the positions of state auditors will be made on a contractual basis.
Vacancies that remain vacant after the initial competitive selection will be filled by auditors selected on a general competitive basis.
The transition to new competence profiles of state auditors is supported by the EU Public Finance Management Support Programme for Ukraine (EU4PFM).
